The Budget Committee of the Commission will consider the consent calendar on this agenda at 2:00 p.m. at 101 Grove. The Budget Committee Consent Calendar consists of two sections. The first section is for items that will be considered for approval. There will be no separate discussion of these items unless a member of the Budget Committee so requests. The second section consists of items that will be for discussion and approval.

Consent Calendar items that have been recommended for approval by the Budget Committee will be acted upon by a single roll call vote of the Health Commission. There will be no separate discussion of these items unless a member of the Health Commission so requests, in which event the matter shall be removed from the Consent Agenda and considered as a separate item.

3.1 AIDS Office-HIV Prevention – Request for approval of a new sole source contract with Larkin Street Youth Services, to provide HIV community planning process services, in the amount of $120,000, which includes a 12% contingency, for the period of April 15, 2007 through June 30, 2007 (2.5 months).

3.2 AIDS Office-HIV Prevention – Request for approval of a retroactive new contract with Glide Foundation, in the amount of $174,697, which includes a 12% contingency, to provide counseling, testing, and linkages services, for the period of March 1, 2007 through June 30, 2008 (1.4 years).

3.3 DPH-STD Prevention & Control – Request for approval of a retroactive new contract with PHFE Management Solutions, in the amount of $347,014, which includes a 12% contingency, to provide fiscal intermediary services to provide staff support for HIV Prevention Services which include; Health Education and Risk Reduction, Prevention with Positives, and Partner Counseling and Referral Services, for the period of January 1, 2007 through December 31, 2008 (2 Years).

3.4 PHP-Communicable Disease Control & Prevention – Request for approval to accept and expend a new grant from Metta Fund and to enter into a new contract with PHFE Management Solutions, in the amount of $299,750, to undertake pandemic influenza planning and outreach projects, for the period of July 1, 2007 through June 30, 2008.

3.5 PHP-HUH – Request for approval of a new sole source contract with Tides Center, in the amount of $5,176,112, which includes a 12% contingency, to provide property management services at six Direct Access to Housing sites, for the period of July 1, 2007 through June 30, 2008 (1 year).

3.6 BHS – Request for approval of renewal contract with MedImpact Healthcare Systems, Inc., in the amount of $6,173,469, which includes a 12% contingency, to provide pharmacy benefit management and Patient Assistance Program services to access low-cost medications for indigent clients, for the period of July 1, 2007 through June 30, 2008 (1 year).

3.7 PHP-Community Health & Safety Services, Public Health Laboratory – Request for approval to retroactively accept and expend funds from the California Department of Health Services, Division of Communicable Disease Control, for the Public Health Laboratory Director Training Program, in the amount of $300,655, for the period of April 1, 2007 through March 31, 2009.

3.8 AIDS Office-HIV Prevention – Request for approval of a retroactive contract modification with Tenderloin Health, in the amount of $705,600, which includes a 12% contingency, for the provision of HIV Prevention Services providing needle exchange services for youth in San Francisco, for the period of July 1, 2006 through December 31, 2008 (2.5 years).

3.9 AIDS Office-HIV Prevention – Request for approval of a retroactive renewal contract with PHFE Management Solutions, in the amount of $160,349, which includes a 12% contingency, to provide fiscal intermediary support for the Post Marketing Surveillance Project, PDA (Personal Digital Assistance) Project, and IDU Risk Assessment Project, for the period of January 1, 2007 through
June 30, 2007 (6 months).

3.10 CHN – Request for approval of a contract modification with Turnstone Consulting, in the amount of $471,317, to provide Air Medical Access Project: Phase II environmental analysis consultation services, for a total contract of $835,317, for the period of March 1, 2004 through December 31, 2007 (3.83 yrs).
