San Francisco, 3:00 pm. Meetings are open to the public.

The Budget Committee of the Commission will
consider the consent calendar on this agenda at 2:00 p.m. at 101 Grove. The
Budget Committee Consent Calendar consists of two sections. The first
section is for items that will be considered for approval. There will be no
separate discussion of these items unless a member of the Budget Committee
so requests. The second section consists of items that will be for
discussion and approval. Consent Calendar items that have been
recommended for approval by the Budget Committee will be acted upon by a
single roll call vote of the Health Commission. There will be no separate
discussion of these items unless a member of the Health Commission so
requests, in which event the matter shall be removed from the Consent Agenda
and considered as a separate item.

(3.1) AIDS OFFICE-HIV Prevention Services – Request for approval of a
new contract with Instituto Familiar de la Raza, in the amount of
$178,080, which includes a 12% contingency, to provide HIV prevention
services - Health Education and Risk Reduction services for youth, to
behavioral risk populations in San Francisco, for the period of July 1,
2007 through June 30, 2009 (2 years). * Contract summary, Monitoring

OFFICE-HIV Prevention Services – Request for approval of a retroactive
renewal contract with Institute for Community Health Outreach, in the
amount of $178,080, which includes a 12% contingency, to provide HIV

the period of July 1, 2007 through September 30, 2007, for a total
contract value of $2,125,000, for the period of July 1, 2006 through

(3.8) BHS – Request for approval of a renewal contract with
Friendship House Association of American Indians, Inc., in the amount of
$395,136 per year, for a total contract amount of $1,991,485, which
includes a 12% contingency, to provide residential substance abuse
treatment services targeting adult American Indians and homeless
individuals, for the period of July 1, 2007 through December 31, 2011

renewal contract with the San Francisco Mental Health Education Funds,
Inc., in the amount of $273,690 per year, for a total contract amount of

Prevention Joint Conference Committee meeting will be Monday, August 27,
2007; the meeting scheduled for Monday, July 23, 2007, was canceled.
Community Health Network Joint Conference Committee meeting will be
Tuesday, August 28, 2007; the meeting had been scheduled for Tuesday, July
24, 2007 but was canceled.

- 101 Grove
- Room 300, 101 Grove Street is wheelchair accessible through the
Grove Street entrance (a few yards west of main building entrance).
The closest accessible station for Muni and BART is the Civic Center
station. The nearest accessible BART station is Civic Center
(Market/Grove/Hyde Streets). Accessible MUNI Metro lines are the J,
K, L, M, and N (Civic Center or Van Ness Stations). MUNI bus lines
serving the area are the 47 Van Ness, 9 San Bruno, and the 6, 7, 71
Haight/Noriega. For more information about MUNI accessible services,
call (415) 923-6142. For information about MUNI services, call
673-6864. There is accessible parking in the vicinity of City Hall
at Civic Center Plaza and adjacent to Davies Hall and the War
Memorial Complex. Accessible curbside parking is available on Dr.
Carlton B. Goodlett Place and Grove Street and at the southwest
corner of Grove and Polk Streets.
- San Francisco General Hospital
- Carr Auditorium is wheelchair accessible through the elevator at
the main entrance on 22nd Street. There is a direct link phone
located at the elevator for those who require assistance. Express,
#19 Polk (stops 2 blocks away), #33 Haight Ashbury, and #48
Quintara. For further information regarding Muni transportation,
please call 923-6142, 673-MUNI, and 923-6366 (TDD).
- Conference Room 2A6 is wheelchair accessible. It is located on
the second floor of the Main Building. Public parking is available
on 23rd Street, from where you enter the Main Building. Take an
elevator to the second floor, and look for Room 2A6. Parking is also
available at 22nd Street and Potrero Avenue. A sound enhancement
system is also available upon request by calling the Plant Services
Department at 206-8550 at least 72 hours prior to the meeting/event.

- Community Health Network Building, 2789 - 25th
Street
- The Community Health Network Building at 2789 ? 25th Street (at
Potrero) is wheelchair accessible. Take an elevator to the second
floor, Room 2001. Public parking is available at San Francisco
General Hospital garage or 23rd Street at Utah. The hospital is
accessible by wheelchair-friendly Muni Lines #9 San Bruno, #9X San
Bruno Express, #19 Polk (stops 2 blocks away), #33 Haight Ashbury,
and #48 Quintara. For further information regarding Muni

- 25 Van Ness, 5th Floor Conference Room
- The Fifth Floor Conference Room at 25 Van Ness is wheelchair
accessible. The closest accessible station for Muni is at the
corner of Market Street and Van Ness Avenue. The closest BART
station is the Civic Center Station. For information about

923-6366 (TDD)). Public parking is available at three parking
lots located at the corners of Van Ness Avenue and Fell Street,
Franklin and Oak Streets and Polk and Hayes Streets.
- Conference Room A-300, Laguna Honda Hospital
- Laguna Honda Hospital?s Conference Room A-300 is located on the
third floor and is wheelchair accessible. From the entrance, at the
end of the hallway take the elevators to the third floor. Follow the
signs to Room A-300. Wheel chair assisted participants arriving by
motor car should park in the large main parking lost east of the
Hospital, utilizing the east lot wheelchair entrance ramp to the
Main Building. Upon entering the building, proceed straight ahead
the entire length of the building to the west end of the 5th floor,
where there is an elevator at the far end of an open air area, take
the elevator down to the first floor, where signs will direct you to
Simon Auditorium and Conference Room A-300. Muni metro subway, most
motorbus lines and Forest Hill Station are wheelchair accessible, as
are the Hospital buildings.
Sign Language
American sign language interpreters and readers are available with
advance notice of three business days for Health Commission meetings.
The Department of Public Health will make every effort to accommodate
requests for sound enhancement systems and alternative formats for
meeting minutes and agendas. Please make these requests as far in
advance as possible. Contact Gloria Louie at the Department of Public

Cell Phone and/or Sound Producing
Electronic Device Usage at Hearings
The ringing of and use of cellular phones, pagers and similar sound
producing electronic devices are prohibited during public meetings.
Please be advised that the Chair/President may order the removal from
the meeting room of any person(s) responsible for the ringing or use of
a cell phones, pagers, or other similar sound producing electronic
devices (Sunshine Ordinance 67A.1).
Smoking
Don't! Smoking is not permitted within any facilities of the
Department of Public Health. Effective January 1? 2004, Assembly Bill
(AB) 846 prohibits smoking within 20 feet of main entrances, exits, and
operable windows of any building owned, leased, and occupied by the state,
county, or city, and buildings of the University of California,
California State University, and California community colleges.
