Minutes of the Health Commission Meeting

1) CALL TO ORDER

The meeting was called to order by Commissioner Chow at 3:04 p.m.

2) DPH-Central Administration - Request for approval of a new agreement with Dataway, in the amount of $450,072, to provide Information Technology support services for the Department of Public Health, for the period of July 1, 2004 through June 30, 2005.

3) DPH-Central Administration - Request for approval of a contract renewal with San Francisco Health Plan (SFHP), in the amount of $5,947,401, to provide universal health insurance services for San Francisco children, for the period of July 1, 2004 through June 30, 2005.

4) CHN-SFGH - Request for approval of a contract renewal with Pharmaceutical Care Network, in the amount of $230,000, to provide third-party administrator services and $2,130,000 in pass-through pharmacy dispensing fees to Rite Aid Corporation and AG Pharmacy providing services to CHN indigent clients, for the period of July 1, 2004 to June 30, 2005, for a total contract value of $2,360,000.

5) BHS-Mental Health - Request for approval of a contract renewal with Conard House, Inc., in the amount of $5,227,345, to provide residential, outpatient, supportive housing and vocational training mental health services for the period of July 1, 2004 through June 30, 2005.

Commissioners’ Comments

  • Commissioner Chow requested that contract summaries include more information on the outcome objectives. It is laudable that Conard House achieved 100 percent of its outcome objectives, and it would be helpful to know what the objectives are. Commissioner Chow asked that the Joint Conference Committee follow up on this issue.
  • Commissioner Illig would like to have standard outcome objectives for programs of similar modalities.

6) BHS-Mental Health - Request for approval of a renewal contract with Baker Places, Inc., in the amount of $6,459,963, to provide mental health residential, outpatient, rehabilitation and intensive day treatment services for the period of July 1, 2004 through June 30, 2005.

Commissioners’ Comments

  • Commissioner Illig asked Judith Stevenson of Baker Places what kinds of outcomes she feels are worth monitoring. Ms. Stevenson said that are a number of elements are measured, by State and Federal agencies, DPH and the agency. This aggregate of data is available, and perhaps this should be made available to the Health Commission.

7) BHS-Mental Health - Request for approval of a renewal contract with Sunny Hills Children’s Garden, Family and Children’s Services, in the amount of $192,416, to provide mental health services for youth ages 12 through 18, for the period of July 1, 2004 through June 30, 2005.

8) BHS-Mental Health - Request for approval of renewal contracts with the following seven out-of-county hospitals: Adventist Health California Specialty Hospital, Alta Bates Hospital, Herrick Campus, Fremont Hospital, John Muir/Mt. Diablo Health System, Mills-Peninsula Hospital, Stanislaus Behavioral Health Center and Sutter Center for Psychiatry, in the amount of $302,400 per year for four years for a total of $1,209,600, to provide inpatient mental health services for San Francisco child and adolescent clients for the period of July 1, 2004 through June 30, 2008.

Commissioners’ Comments

  • Commissioner Illig asked if DPH checks with the McCauley Psychiatric Center at St. Mary’s Hospital to see if they can accept placements before placing the person out of county. Ms. Chan-Sew said they always check with them first, and the first priority is to hospitalize in San Francisco.

Action Taken: The Commission (Chow, Guy, Illig, Sanchez) approved Items 2 through 8 of the Health Commission agenda.
