WHEREAS, the Department of Public Health and the Bayview Hunters Point Community have been collaborating for the past thirty months in the Bayview Hunters Point Health and Environmental Assessment Task Force; and,
WHEREAS, the collaboration has produced documentation of the disproportionate burden of certain toxic substances borne by the Bayview Hunters Point community; and,
WHEREAS, an analysis of cancer incidence data discovered statistically significant elevated instances of cervical cancer and of breast cancer among African American women under the age of 50; and,
WHEREAS, there is need for further documentation of health problems that might be associated with exposures to toxic substances; and,
WHEREAS, the Bayview Hunters Point Health and Environmental Assessment Project research has shown that Bayview Hunters Point has among the highest hospitalization rates in the State of California for the ambulatory care sensitive conditions of asthma, chronic obstructive pulmonary disease, hypertension, congestive heart failure, and diabetes mellitus; and,
WHEREAS the Bayview Hunters Point Health and Environmental Assessment Project research has shown that Bayview Hunters Point has among the highest age-adjusted rates of breast, cervical, lung, and prostate cancer for San Francisco neighborhoods; and,
WHEREAS, the Bayview Hunters Point Health and Environmental Assessment Project research has shown that compared to other San Francisco neighborhoods, Bayview Hunters Point has higher age-adjusted mortality rates for homicide, ischemic heart disease, lung cancer, breast cancer, and stroke; and,
WHEREAS, the Bayview Hunters Point Health and Environmental Assessment Task Force has expanded its collaboration with residents and community based organizations serving the general Bayview Hunters Point community; and,
WHEREAS, the Bayview Hunters Point Health and Environmental Assessment Task Force will continue to utilize a public health approach and perspective to assess health related needs and to develop a strategic planning process and plan that will ensure the systematic and continuous improvement in health and safety of all who reside, visit or work in the Bayview Hunters Point community; therefore, be it
RESOLVED, that the Health Commission of the City and County of San Francisco does hereby endorse the activities and development of a strategic plan to guide the Bayview Hunters Point Health and Environmental Assessment Task Force; and, be it
FURTHER RESOLVED, that the Health Commission will review and consider a prioritized work plan for the Bayview Hunters Point Health and Environmental Assessment Project not later than November 1, 1997 prior to the application or approval of any additional resources for the project, and, be it
FURTHER RESOLVED, that the Health Commission urges the Mayor and the Board of Supervisors to endorse the Task Force's activities and development of a strategic plan to guide the Health and Environmental Assessment Project in the Bayview Hunters Point community; and, be it further
RESOLVED, that the Health Commission of the City and County of San Francisco urges the Mayor and the Board of Supervisors to support the strategic efforts of the Department of Public Health to secure federal and other funds and assistance on behalf of the Bayview Hunters Point Health and Environmental Assessment Task Force to remediate preventable health problems and environmental hazards.
