Resolution:

Appointing a Medicaid 1115 Waiver Planning Committee, December 9, 1997

WHEREAS, the San Francisco Health Commission previously approved Resolution No. 32-95, "Urging the Director of Health and Department of Public Health Staff to Explore the Potential for Pursuing a Medicaid 1115 Waiver to Create a More Cost Effective Way of Providing Health Services to Both Medi-Cal Beneficiaries and Uninsured People in San Francisco;" and,

WHEREAS, the San Francisco Department of Public Health submitted, on behalf of the City and County of San Francisco, a concept paper for a federal Medicaid Demonstration Project (1115 Waiver) to the State Department of Health Services in October 1996; and,

WHEREAS, San Francisco desires to develop a waiver to: (1) expand health care coverage to the uninsured, (2) enhance our community-based outpatient delivery system, (3) restructure the delivery of long-term care services, (4) develop an alternative Medi-Cal managed care model than the existing Two-Plan Model, and (5) expand home care services; and,

WHEREAS, in August 1997, the State Department of Health Services approved the City and County of San Francisco's concept paper and gave the City authorization to initiate development of a full waiver proposal that conforms with Health Care Financing Administration requirements; and,

WHEREAS, the Department recommends that a Medicaid 1115 Waiver Planning Committee be created to effectively plan for submitting a waiver proposal; and,

WHEREAS, the proposed entities will have representation on the Planning Committee: State Department of Health Services, Health Care Financing Administration, Mayor's Office, Department of Public Health, San Francisco Medical Society, San Francisco Community Clinic Consortium, Hospital Council of Northern and Central California, San Francisco Health Plan, Blue Cross of California, Long-Term Care Pilot Project Task Force, Mayor's Blue Ribbon Committee on Universal Health Care, Consumer, Health Care Advocate, Health-related Community-Based Organization, Organized Labor, Business, and Health Policy Expert; and,

WHEREAS, the agencies would nominate their own representative to the Planning Committee and the Department will seek participation from a consumer, health care advocate, health-related community-based organization and health policy expert; and,

WHEREAS, the Department of Public Health will be the City agency designated to spearhead this Planning Committee and will provide necessary program, planning and technical support to the planning committee; and,

WHEREAS, the Director of Health is designated to chair the Medicaid 1115 Waiver Planning Committee; and,

 WHEREAS, the Health Commission, serving as the oversight body for the development of the 1115 Waiver, will receive regular reports from the Planning Committee and will review policy issues it brought for consideration; and,

WHEREAS, the Mayor and Board of Supervisors will also have general oversight of the waiver through their review and approval of the waiver before it is submitted to the State; now, therefore, be it,

RESOLVED, that the Health Commission of the City and County of San Francisco hereby approves the creation of a Medicaid 1115 Waiver Planning Committee to develop a plan for submitting the Medicaid waiver and for providing input on the key program and fiscal components of the waiver; and, be it

FURTHER RESOLVED, that the Health Commission approves representation from the following bodies on the Planning Committee: State Department of Health Services, Health Care Financing Administration, Mayor's Office, Department of Public Health, San Francisco Medical Society, San Francisco Community Clinic Consortium, Hospital Council of Northern and Central California, San Francisco Health Plan, Blue Cross of California, Long-Term Care Pilot Project Task Force, Mayor's Blue Ribbon Committee on Universal Health Care, Consumer, Health Care Advocate, Health-related Community-Based Organization, Organized Labor, Business, and Health Policy Expert.
