WHEREAS, the Health Commission, as the governing board of the Department of Health has the responsibility in directing the operation and business affairs of the Department of Health, and that this responsibility includes responding appropriately to the year 2000 problem; and,

WHEREAS,  the Department of Health has developed a Year 2000 Compliance Plan in order to identify and complete action steps required to bring the Department systems into year 2000 compliance, and,

WHEREAS, the Department has appointed a Year 2000 Compliance Committee to oversee the implementation of the plan; and,

WHEREAS, the plan includes creating awareness of the issue throughout the health and public health systems; performing an inventory and assessment of all systems, including its information systems, medical and durable equipment, security systems, telephone systems, emergency detection systems, among other systems, to determine the level of compliance to year 2000; remedying any and all problems identified within required timeframes; validating new and renovated systems to assure year 2000 compliance, implementation system performance for year 2000, and the review of contractual documents to determine financial responsibilities for year 2000 compliance and failures; and,

WHEREAS, the Health Department has begun to implement the plan, and to date has created awareness, completed its inventory and assessments, begun replacement and modification of selected systems which are non-compliant, and has begun its review of documents to identify financial risk of compliance and failure of systems; and,

WHEREAS, the City and County Controller, Board of Supervisors, and Citywide Committee on Information Technology are also evaluating and monitoring year 2000 compliance on a regular basis, and have asked the Department of Health to identify steps taken to assure year 2000 compliance; and,

WHEREAS, the Health Department will continue to report the status of it Compliance Plan to the Health Commission and to City officials until year 2000; now, therefore, be it

RESOLVED, that the Health Commission establishes a policy requiring that the Health Department's systems be year 2000 compliant, and directs the Department of Health to implement its Compliance Plan; and, be it

FURTHER RESOLVED, that the Commission requests periodic reports on Department's status of implementing its Year 2000 Compliance Plan, and on the financial and programmatic impact of the plan until the year 2000.
