WHEREAS, the San Francisco Health Commission passed Resolution #4-97, defining the Department of Public Health's role in the implementation of Proposition 215; and,

WHEREAS, community groups have identified a need for additional measures to give consideration to the simultaneous needs of qualified users of medical cannabis, physicians, responsible and accountable providers of medical cannabis, and the police; and,

WHEREAS, in response to a community planning process, the San Francisco Board of Supervisors, in consultation with representatives from the San Francisco Department of Public Health and the San Francisco City Attorney's Office, have proposed the creation of a voluntary identification card system for individuals who qualify as medical cannabis users or primary care givers under California Health and Safety Code 11362.5; and,

WHEREAS, the development of such a system is consistent with the Department of Public Health's support of the responsible implementation of California Health and Safety Code 11362.5; now, therefore, be it

RESOLVED, that the San Francisco Health Commission supports the San Francisco Board of Supervisors Proposed Ordinance for Medical Cannabis Identification Cards; and, be it

FURTHER RESOLVED, that the San Francisco Health Commission supports the development, implementation, and monitoring of a Voluntary Medical Cannabis Identification Card Program by the San Francisco Department of Public Health.
