WHEREAS, St. Mary’s Medical Center closed its Adult Partial Hospitalization Program on February 25, 2001, which at the time served 10 patients with an additional 27 in the aftercare program; and,
WHEREAS, St. Mary’s Medical Center will close its Outpatient Psychology Clinic on June 30, 2001; and,
WHEREAS, St. Mary’s Medical Center closed its Outpatient Pediatric Clinic on March 23, 2001; and,
WHEREAS, St. Mary’s Medical Center closed its Medical-Psychiatric Unit, which was the only medical-psychiatric unit in the County of San Francisco; and,
WHEREAS, St. Mary’s Medical Center closed its Radiology Oncology Unit in March 2001; and,
WHEREAS, St. Mary’s Medical Center has committed to appropriate referral of all affected patients and minimizing impact to affected workers; and,
WHEREAS, there exists sufficient capacity to absorb referred patients from the Pediatric Clinic and the Radiology Oncology Unit; and,
WHEREAS, the Department has a contract with St. Mary’s Medical Center to provide AIDS Dementia Unit (ADU) services, and that St. Mary’s Medical Center recently relocated the ADU program and patients from its secure unit to St. Mary’s Skilled Nursing Facility (SNF) Unit, a non-secure unit, and this relocation raises issues of appropriate clinical care and safety of all patients in the SNF Unit; and,
WHEREAS, in 1998, St. Mary’s Medical Center failed to provide the required notice to the Commission in compliance with Proposition Q, that the Commission in its Resolution
#23-98, “Determining Whether the Closure of the Obstetrics Inpatient Service at St. Mary’s Medical Center Will or Will Not Have a Detrimental Impact on Health Care Service of the Community,” stated that “… the failure of St. Mary’s to give the required notice to the Health Commission in compliance with Proposition Q was an isolated circumstance; and the Health Commission can count on the hospital’s compliance in the future;” and,
WHEREAS, St. Mary’s Medical Center acknowledged that it again failed to provide the required notice to the Commission in compliance with Proposition Q; and,
WHEREAS, St. Mary’s Medical Center’s failure to provide proper notice once more under Proposition Q constricts opportunities for public discourse and possible remedial measures affecting healthcare for the community, and affects the Commission’s and the public’s perceptions concerning St. Mary’s Medical Center’s compliance with Proposition Q; and,
WHEREAS, the Health Commission, in accordance with the Health Care Planning Ordinance (Proposition Q), held public hearings on March 20 and April 3, 2001, now, therefore, be it
RESOLVED, that the closure of St. Mary’s Medical Center’s Adult Partial Hospitalization Program will have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the closure of St. Mary’s Medical Center’s Outpatient Psychology Clinic will have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the closure of St. Mary’s Medical Center’s Outpatient Pediatric Clinic will not have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the closure of St. Mary’s Medical Center’s Radiology Oncology Unit will not have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the closure of St. Mary’s Medical Center’s Medical-Psychiatric Unit will have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the relocation of St. Mary’s Medical Center’s AIDS Dementia Unit (ADU) services to St. Mary’s Skilled Nursing Facility (SNF) Unit will have a detrimental impact on the health care service of the community; and, be it
FURTHER RESOLVED, that the Commission may consider or endorse legal or legislative action to ensure compliance with, and public confidence in, Proposition Q.
