Resolution:

No. 11-01

Determining Whether the Closure of the Adult Inpatient Psychiatric Program at St. Mary’s Medical Center Will Or Will Not Have a Detrimental Impact On the Health Care Service of the Community

WHEREAS, St. Mary’s Medical Center maintains a 22-bed Adult Inpatient Psychiatric Program, with a recent average census of approximately 14 patients per day, and Saint Francis Memorial Hospital maintains a 35-bed Adult Inpatient Psychiatric Department, with a recent average census of approximately 23 patients per day; and,

WHEREAS, St. Mary’s Medical Center plans to close its Adult Inpatient Psychiatric Program, effective June 30, 2001, and has been taking measures to transfer the program and its patients to the Saint Francis Memorial Hospital Adult Inpatient Psychiatric Department; and,

WHEREAS, the Department of Public Health has stated that if St. Mary’s Medical Center closes its Adult Psychiatric Inpatient Program, there would be 101 inpatient adult psychiatric beds remaining in San Francisco private hospitals, including Saint Francis Memorial Hospital, St. Luke’s Hospital, and California Pacific Medical Center; and,

WHEREAS, the Department of Public Health has stated that it will contract with Saint Francis Memorial Hospital and St. Luke’s Hospital for inpatient adult psychiatric beds, and that it believes that, based upon past bed utilization and relative rate stability, there will not be a shortage of beds for City clients; and,

WHEREAS, St. Mary’s Medical Center plans to close its Electro Convulsive Therapy (ECT) program, which serves 32 patients per year for a total of 177 treatments per year, and for which services are available at other facilities, including California Pacific Medical Center, St. Luke’s Hospital, and Langley Porter at UCSF; and,

WHEREAS, St. Mary’s Medical Center has committed to appropriate referral of all affected patients and to minimizing the impact upon affected workers; and,

WHEREAS, St. Mary’s Medical Center will increase its Adolescent Psychiatric Inpatient Program from 17 beds to 21 beds; and,

WHEREAS, the City will remain vigilant concerning patient care, patient safety, and appropriate rates of reimbursement; and,

WHEREAS, St. Mary’s Medical Center on this occasion provided the required notice to the Health Commission in compliance with the Health Care Planning Ordinance Proposition Q, and;

WHEREAS, the Health Commission, in accordance with Proposition Q, held public hearings on May 15 and June 5, 2001, now, therefore, be it

RESOLVED, that the closure of the Adult Inpatient Psychiatric Program at St Mary’s Medical Center will not have a detrimental impact on the health care service of the community; and, be it

FURTHER RESOLVED, that the closure of St. Mary’s Medical Center’s Electro Convulsive Therapy (ECT) program, will not have a detrimental impact on the health care service of the community.
