WHEREAS, the Department of Public Health operates an Institutional Police Department that provides security services at all Department of Public Health sites; and,
WHEREAS, the Institutional Police Department has not formally been associated with another law enforcement agency in the City; and,
WHEREAS, the Department of Public Health desires to transfer the Institutional Police Department to a law enforcement agency for the purpose of obtaining law enforcement management services, incorporating the Institutional Police Department into a formal law enforcement chain of command, obtaining more comprehensive law enforcement training for Institutional Police Department employees, and providing more appropriate civil service classifications for the Institutional Police Department employees; and,
WHEREAS, the San Francisco Sheriff’s Department desires to see improved coordination of law enforcement services and standards, and is able and willing to accept the transfer of the Institutional Police Department; and,
WHEREAS, the Institutional Police Department and Sheriff’s Department have successfully completed an interim management period during which the Sheriff’s Department provided management oversight and supervision to the Institutional Police Department; now, therefore, be it
RESOLVED, that the Health Commission of the City and County of San Francisco hereby approves the transfer of the Institutional Police Department to the Sheriff’s Department January 6, 2003; and, be it
FURTHER RESOLVED, that the Health Commission urges the Board of Supervisors and the Mayor to approve the transfer of the Institutional Police Department to the Sheriff’s Department; and, be it
FURTHER RESOLVED, that the Health Commission authorizes the Director of Health to enter into a management agreement with the Sheriff’s Department regarding the transfer of the Institutional Police Department to the San Francisco Sheriff’s Department.
