STREET CRISIS RESPONSE TEAM

RFP 35-2020  The San Francisco Department of Public Health’s (SFDPH) Behavioral Health Services (BHS) is soliciting proposals for Behavioral Health Crisis Services to be provided clinicians and peers, as part of a Street Crisis Response Team, responding as an alternative to police responses to non-violent crises. The selected service provider(s) will be expected to provide all activities described in the RFP/RFQ. Whether an applicant has such qualifications will be determined through the evaluation and selection criteria described in the RFP.

Under this RFP, the San Francisco Department of Public Health’s (SFDPH’s) Behavioral Health Services will select an organization to provide clinicians who will form a core part of the field-based team. This is an interagency initiative between the San Francisco Fire Department (SFFD), who will be providing paramedics, and the SFDPH, with a focus on people experiencing homelessness who are in crisis. The Street Crisis Response Team is intended to respond to non-violent crises as an alternative to police response. This will help to ensure that the level of crisis response is matched to the level of need by using staff specifically trained in de-escalation techniques and behavioral health symptom management. Street crisis response team services will be offered mainly to adults experiencing behavioral health crises in public settings, as identified by 9-1-1 calls.
