Local Enforcement Agency (LEA)

San Francisco Department of Public Health (SFDPH), Environmental Health Branch (EHB) is certified by California Department of Resources, Recycling and Recovery (CalRecycle) as the Local Enforcement Agency (LEA) for the City and County of San Francisco.

 

Principal Activities and Services

  • Regulates and permits San Francisco's solid waste transfer/processing or disposal sites involving any processing, handling, storing, gasification, transformation, and engineered municipal solid waste (EMSW) conversion to ensure compliance with state minimum standards.
  • Responds to public complaints associated with storage or disposal of solid wastes.
  • Provides information to the public and assistance to the solid waste sites
  • Works with federal contracting agencies to ensure that federal contracts for refuse collection harmonize with city laws and regulations
